Audi TT 02 won't start but dashboard symbols are flashing when i try to start it, clicking noise "FUSE"?

MY 2002 AUDI TT standard will not start, and when i try to ignite it---the dash lights flash rapidly and a rapid clicking noise . the power seems to work? I saw a flash of the word FUSE on the dashboard---does this mean fuse box? or do i need a new starter? I just got a new battery which was working good until now.
